Dedicated servers comes with full root access with standard whm/CPanel. You can also enable or customize any features as per your requirement. In dedicated servers you can create unlimited cpanel and unlimited WHM accounts. Reselling WHM accounts in possible in dedicated servers and you will get the entire server access.
